Change of Information (COI)

Whenever there is a change in ownership, construction or operation which may affect the discharge of pollutants to surface waters, ground water, or a separate public storm drain system the SWPPP must be amended. In addition, since the permit is not transferable, new owners assumes the responsibility to obtain permit coverage, update the SWPPP, and comply with permit requirements. The seller must notify the new owner about his/her responsibilities concerning the permit, AND must notify the State Water Quality Control Board by submitting a Change of Information (COI) form that includes the new owners name, address, and phone number for the termination to be processed. The seller must also disclose the state of construction, primarily if construction activity is ongoing or if the post-construction requirements are completed. The SWRCB sends a letter to the new owner including a permit packet. Working directly with our client, Stormwater Compliance Specialists prepares COI documentation for filing with SWQCB and will retain the documents for a period of three (3) years.
